The County Manager is appointed by and serves at the pleasure of the Rowan County Board of Commissioners.

The County Manager’s duties include overseeing all County departments, representing the County in dealings with other governmental units and agencies, and overseeing programs and operations pursuant to the policies, ordinances and directives adopted by the Board of County Commissioners. The County Manager is also responsible for preparing and recommending an annual County budget and providing all other management services necessary to assure the efficient and effective operation of County government.

The County Manager’s Office is located in the J. Newton Cohen, Sr. Rowan County Administration Building at 130 West Innes Street in Salisbury. This office is open from 8:00 a.m. to 5:00 p.m. Monday through Friday.
